PTC Meeting Procedure

Below is information on our parliamentary procedures, which is a set of rules for conducting orderly meetings that accomplish goals fairly.

  1. PTC Members (those that paid the membership dues) have equal rights, privileges and obligations.

  2. No person can speak until recognized by the chair.

  3. Only one question at a time can be considered and only one person may have the floor at any one time.

  4. A quorum must be present in order to vote. MC PTC quorum is held when 4 members of the Executive Committee and 2 Committee Chairpersons are present.

  5. Only the Parent Board (i.e., executive committee and committee chairpersons) are allowed to vote.

  6. 2/3 vote is required for any motion.

Basic Definitions

Motion: A formal proposal made to bring a topic for consideration and action ("I make a motion that we do ________").

Second: A statement by another member who agrees with the motion made by another member ("I second the motion").

Quorum: The minimum number of board members who must be present in order to vote on motions.
